Public Warning Of Fraudulent Foreign Police Phone Calls

North Vancouver RCMP is warning the public about a phone scheme that tricks victims into believing they are speaking to a foreign police officer.

On August 1, 2017 North Vancouver police received a complaint that appeared to target a Chinese national living in the North Vancouver area. The Chinese female received a phone call from a person claiming to be with the Chinese Police in China. Personal information as part of an investigation was asked by the caller. The victim provided her passport number and date of birth before becoming suspicious when asked for personal banking information. The victim now believes the caller was not a Chinese government official but did use language typical of someone working within the Chinese government.

This incident is similar to the ‘virtual kidnapping’ scheme reported on the BC RCMP website where Chinese nationals living in BC are tricked into believing their loved ones back in China have been kidnapped.

The Consulate General of the People’s Republic of China advises that in situations where Chinese citizens living abroad may be involved in legal cases taking place in China, these citizens will be mailed relevant legal documents directly from Chinese diplomatic missions. The consulate advises that no phone call will be made to verify any personal information, especially personal banking information.

Police strongly recommend that anyone receiving such a message or phone call not comply with the demands.

Anyone in the North Vancouver area who may be a victim of such a scheme is asked to call the North Vancouver RCMP at 604-985-1311 or call Crime Stoppers at 1-800-222-TIPS (8477) or text BCTIP to CRIMES (274637).
